During the bill's floor debate, Rep. Henry Waxman (a Democrat) offered an amendment to affirm “climate change is occurring, is caused largely by human activities, and poses significant risks for public health and welfare"; all 23 Republican members of The Committee on Science, Space & Technology voted to reject this scientific finding.
